in the Atlantic and forms part of an interconnected network of marine-coastal ecosystems stretching along the Caribbean Basin. Its coastline extends for one thousand kilometers from the Yucat\u00e1n Peninsula in Mexico to the Bay Islands in Honduras, passing through Belize and Guatemala. The MRS is a source of valuable coastal and marine resources and ecological services. It is home to more than 500 fish species, as well as important populations of manatees, sea turtles, and whale sharks, and extensive areas of mangrove cover, seagrass beds, and coral reefs.<\/p><p>The scenic beauty of the region has made it an important tourist destination, and the presence of commercially valuable fish species supports artisanal and industrial fisheries. There is also strong agricultural activity throughout most of the region. These activities, while stimulating the economy, threaten the integrity of the ecological systems and the services they provide.<\/p><p>An effective way to address the various threats facing the MRS is through a functional, interconnected regional network of Marine-Coastal Protected Areas (MCPAs). Currently, the MRS region has more than 70 MCPAs. Approximately 72% of the region\u2019s reefs and just over half of the mangrove surface area are within protected areas. However, their management needs to be strengthened.<\/p><p>If the MCPAs are properly managed, the network will protect biodiversity, critical habitats, ecosystems, spawning aggregation sites, connectivity, and the services they provide, contribute to reducing the impacts of climate change, and generate opportunities for development and growth.\u00a0\u00a0In addition, MCPAs supply fresh water, safeguard natural resources, reduce the impact of natural disasters, and protect the traditional ways of life and cultural and spiritual values of indigenous and Afro-descendant peoples.<\/p><p>The overexploitation and irresponsible use of marine-coastal resources harm ecosystem health and human well-being. To address these threats, it is necessary to promote the sustainable use of natural resources, with the participation of local communities, always respecting national legal frameworks. The sustainable use of natural resources allows them to be used for social, economic, and cultural benefits without depleting them, enabling their replenishment for the enjoyment of future generations. MAR Fund was created by four pre-existing environmental funds, one from each country in the region. The Board of Directors includes the founding funds, a representative of the Central American Commission for Environment and Development (CCAD), conservation experts from each participating country, and international collaborators\/donors. MAR Fund\u2019s mission is to drive regional financing and partnerships for the conservation, restoration, and sustainable use of the MRS. MAR Fund raises and grants funding to partners who carry out activities directly in the field.<\/p><p>In fulfillment of its mission and within the framework of the Saving Our Protected Areas program, from 2012 to 2020 MAR Fund implemented the projects \u201cConservation of Marine Resources in Central America\u201d Phases I and II, developed in nine priority MCPAs with financial support from German Development Cooperation through KfW. On December 8, 2021, KfW granted a new financial contribution to MAR Fund to implement the project \u201cProtection of Maritime Resources in Central America III\u201d (Phase III), which aims to build on the experiences of Phases I and II over a period of 5 years.<\/p><p>As part of Phase III activities, MAR Fund is pleased to\u00a0<strong>launch the first call for proposals for the financing of natural resource conservation and sustainable use projects in MCPAs of the MRS<\/strong>. This call is exclusive to the\u00a0<a href=\"https:\/\/fondosam.org\/nopublic\/CRMAC-Fase-III\/Espanol\/02.-14-APMC.pdf\" target=\"_blank\" rel=\"noopener\"><em>14 MCPAs\u00a0<\/em><\/a>selected in the second regional prioritization exercise (2016). This funding line may include activities such as biodiversity monitoring, ecosystem restoration measures, protection of migratory routes and aggregation zones, creation, expansion, or strengthening of fisheries recovery zones, and implementation of best conservation practices, among others.<\/p><ol start=\"2\"><li><strong>Sustainable Use of MRS Natural Resources<\/strong><\/li><\/ol><p>This funding line refers to responsible natural resource use practices that yield social, cultural, and economic benefits in the present while maintaining their potential for future generations. A maximum of one project per eligible MCPA may be financed; however, applicants who wish to do so may submit more than one concept note per MCPA to be submitted for evaluation.<\/p><p>The four eligible MCPAs in Mexico must apply through a civil society organization (CSO), which will be responsible for administering the project funds. MCPAs managed by governmental institutions from other countries that do not have a co-administrator may, if they wish, also apply through a CSO, provided it is duly registered in their country. A CSO is defined as any duly registered, non-profit group of voluntary citizens, organized around specific objectives at the local or national level, that does not pursue personal benefits but rather benefits for society and its environment. In all cases, applicants will be the administrators\/authorities or co-administrators of the MCPAs.<\/p><p>An additional positive factor in the evaluation process will be considered for proposals that include other MCPAs of the MRS (any other MCPA, not necessarily from the list of 14 mentioned above, whether from the same country as the applicant or from another) and\/or contemplate activities that strengthen cooperation among key actors for MRS biodiversity conservation, including exchanges and\/or collaborations with other MCPAs, thereby contributing to Phase III Result 3.<\/p><p>For each proposed project there must be only one applicant. All administrative expenses charged to the CSO must be included in this percentage, including, for example, bank transfer costs, administrative follow-up travel expenses, among others. No direct project expenses apply to CSOs. More detailed information on how to complete the CN is found in the format instructions.<\/p><p>The complete CN, Annex 1, the required documentation, and any additional documents considered must be uploaded to the online PMS.<\/p><p>Applicants whose CNs have been approved to proceed to stage 2 will be notified via email sent from the online PMS, which will also invite them to submit the PP.<\/p><ul><li><strong>Apoyo para desarrollo de Propuestas de Proyecto (PP):<\/strong><\/li><\/ul><p>MAR Fund will provide financial support of up to US$10,000 for the development of project proposals. To do so, they must complete the Environmental and Social Questionnaire with the objective of identifying possible environmental and social risks associated with their projects, and ensuring that adverse impacts are avoided or minimized.<\/p><p>Subsequently, through an Environmental and Social Action Plan (ESAP), they must implement measures to mitigate the identified risks. The ESAP is the articulation of all environmental and social measures and requirements necessary for the project to comply with the\u00a0<em><a href=\"https:\/\/marfund.org\/es\/wp-content\/uploads\/2023\/02\/Politica-Ambiental-y-Social.pdf\" target=\"_blank\" rel=\"noopener\">Environmental and Social Policy<\/a><\/em>\u00a0and the\u00a0<em><a href=\"https:\/\/marfund.org\/es\/sgas\/#Salvaguardas\" target=\"_blank\" rel=\"noopener\">MAR Fund Safeguards<\/a><\/em>. It is developed as a result of environmental and social due diligence. Mitigation measures that entail an expense associated with their implementation (e.g., evaluations, plans, monitoring) must be taken into account in budget preparation.<\/p><p>When conducting these environmental and social management analyses, activities financed with co-financing <strong>should not<\/strong> be considered, only those implemented through MAR Fund&#8217;s financial contribution. However, applicants are encouraged to adopt these good practices for the implementation of all activities in their projects.<\/p><p>For the CN, the applicant must complete the Environmental and Social Questionnaire and provide a summary of identified risks. For the PP, the applicant will review, update (if necessary), and complete the questionnaire, and will develop in conjunction with the PEU an advanced draft of the ESAP to propose mitigation measures for the risks associated with the proposed project. Please note that if your PP is accepted, the financial allocation agreement will include the ESAP, which will detail the environmental and social commitments you must fulfill throughout the project according to the identified risks. The ESAP will specify the dates by which these commitments must be met.<\/p><p>Applicants and CSOs (if applicable) must also have a grievance and complaints mechanism and detail in the PP the methodology by which this mechanism will be monitored, as well as the steps that will be taken to resolve complaints received. If they do not have a grievance and complaints mechanism, they must implement one. Note Evaluation Matrix<\/em><\/a>\u00a0and the evaluation of PPs will be conducted in accordance with the guidelines contained in the\u00a0<a Matrix<\/em><\/a>.<\/p><p>Mandatory requirements for the CN and PP:<\/p><ol><li>The project will be implemented in at least one of the 14 prioritized MCPAs,<\/li><li>The MCPA has a current Master Plan\/Management Program\/Management Plan,<\/li><li>The proposed project includes in its activities a management effectiveness evaluation (one at the beginning if the MCPA does not have one, and another at the end of its implementation),<\/li><li>The MCPA has minimum trained staff to implement the project, a headquarters\/station, and a minimum budget,<\/li><li>The applicant provides co-financing of at least 20% of the total proposed project budget (in cash and\/or in kind),<\/li><li>The amount requested is within the established funding limits,<\/li><li>The project contributes to one or both funding lines of the call for proposals,<\/li><li>Projects under funding line 1 (\u201cConservation\u201d) must mandatorily contribute to the following Phase III objective indicator: \u201cO1: Area in hectares with improved conservation\u201d.<\/li><li>Projects under funding line 2 (\u201cSustainable Use\u201d) must mandatorily contribute to the following Phase III objective indicator: \u201cO2: Area of relevant ecosystems with more sustainable use\u201d.<\/li><li><em>Additionally, the project must contribute to at least two more indicators of the Phase III Logical Framework, which the applicant may select<\/em>.<\/li><li>The project is of environmental and social risk level C, B, or B+,<\/li><li>The implementation period is within the permitted time all requirements, exceed a minimum percentage of 70%, and receive the favorable approval of at least 50% of the evaluation committee members may be selected for
