Project “Protection of Maritime Resources in Central America III”

The Mesoamerican Reef System (SAM) region encompasses the largest coral reef barrier in the Atlantic and is part of an interconnected network of marine-coastal ecosystems that extend throughout the Caribbean Basin. Its coastline stretches one thousand kilometers from the Yucatán Peninsula in Mexico to the Bay Islands in Honduras, passing through Belize and Guatemala. The SAM is a source of valuable coastal and marine resources and ecological services. It is home to more than 500 fish species, as well as important populations of manatees, sea turtles, and whale sharks, and extensive areas of mangrove, seagrass, and coral cover.

The scenic beauty of the region has made it an important tourist destination, and the presence of commercially valuable fish species supports artisanal and industrial fisheries. There is also strong agricultural activity throughout most of the region. These activities, while stimulating the economy, threaten the integrity of ecological systems and the services they provide.

An effective way to address the various threats facing the SAM is through a regional, interconnected, and functional network of Marine-Coastal Protected Areas (MCPAs). Currently, the SAM region has more than 70 MCPAs. Approximately 72% of the region reefs and just over half of the mangrove surface area are within protected areas. However, it is necessary to strengthen their management.

If MCPAs are properly managed, the network will protect biodiversity, critical habitats, ecosystems, spawning aggregation sites, connectivity, and the services they provide; it will contribute to reducing the impacts of climate change and generate opportunities for development and growth. In addition, MCPAs supply fresh water, safeguard natural resources, reduce the impact of natural disasters, and protect traditional ways of life and the cultural and spiritual values of indigenous and Afro-descendant peoples.

Overexploitation and irresponsible use of marine-coastal resources harm ecosystem health and human well-being. To address these threats, it is necessary to promote sustainable use of natural resources, with the participation of local populations, always respecting national legal frameworks. Sustainable use of natural resources allows their use for social, economic, and cultural benefits without depleting them, enabling their replenishment for the enjoyment of future generations.

Sustainability actions include the development of natural resource use plans, productive projects with a positive impact on the reef or coastal ecosystems that also provide alternative income for communities, co-management of fishing recovery zones with users, actions for proper solid and liquid waste management, good fishing practices and responsible tourism, strengthening of MCPAs, among others.

The Mesoamerican Reef Fund, Inc. (MAR Fund) is a private regional environmental fund established to support the protection of the SAM. MAR Fund was created by four pre-existing environmental funds, one from each country in the region. The Board of Directors includes the founding funds, a representative of the Central American Commission on Environment and Development (CCAD), conservation experts from each participating country, and international collaborators/donors. The mission of MAR Fund is to drive financing and regional partnerships for the conservation, restoration, and sustainable use of the SAM. MAR Fund raises and grants financing to partners who develop activities directly in the field.

In fulfillment of its mission and within the framework of the Saving Our Protected Areas program, from 2012 to 2020 MAR Fund implemented the “Marine Resource Conservation in Central America” Projects Phases I and II, developed in nine priority MCPAs with financial support from German Cooperation through KfW. On December 8, 2021, KfW provided new financial support to MAR Fund to implement the “Protection of Maritime Resources in Central America III” (Phase III) project, which aims to build on the experiences of Phases I and II over a 6-year period.

As part of Phase III actions, MAR Fund is pleased to launch the second call for funding of conservation and sustainable use of natural resources projects in SAM MCPAs. This call is directed to the managers/authorities and co-managers of all SAM MCPAs (with the exception of those MCPAs whose proposals were selected in the first call). Only proposals submitted by at least two MCPAs will be accepted.

Eligibility Criteria and Requirements

The following details the eligibility criteria and requirements to determine whether a project qualifies for funding, as well as important aspects to consider when preparing concept notes and project proposals.

Taller inicial de la 2ª. convocatoria

Del 1 al 3 de julio de 2025, se llevó a cabo en Ciudad de Guatemala el Taller Inicial para los proyectos seleccionados en la segunda convocatoria del proyecto «Protección de los Recursos Marítimos en América Central III (Fase III)”, una iniciativa financiada por la Cooperación Alemana a través del KfW, en el marco del programa Salvando Nuestras Áreas Protegidas de MAR Fund.

Durante tres días, 31 representantes técnicos y administrativos de 16 áreas protegidas marino costeras de México, Belice, Guatemala y Honduras se reunieron para fortalecer capacidades, intercambiar experiencias y alinear estrategias para una implementación efectiva y coordinada de sus proyectos.

También participaron organizaciones de sociedad civil que acompañarán la ejecución de estos proyectos.
